What are appropriate conditions for counting outreach a locality did not fund or initiate toward its permit requirements?

I find that it's usually not worth it to count outreach initiated by others. We generally exceed our permit requirements for public education, so it's not worth my time to chase down statistics for an extra news article or tv program. I'd rather use the time to evauluate what we initiate.

what about jurisdictions who are not initiating outreach themselves? for example, some jurisdictions are receiving CWEP broadcast signals but are not CWEP members....
